Pursuant to Local Civil Rule 5.3, all attorneys are required to file documents electronically. Pro Se parties may file documents upon Court approval pursuant to a motion. Attorneys and court-approved pro se filers, who have not attended training in another federal district or bankruptcy court, are required to attend training before being issued a login ID and password.
