The United States District Court for the Middle District of North Carolina mourns the passing of the Honorable Frank Bullock, Jr., who died on August 13, 2026, at his home in Greensboro, North Carolina.

Judge Bullock was appointed to the Court in 1982 by President Ronald Reagan and served with distinction for more than two decades. He served as Chief Judge from 1992 to 1999, assumed senior status in 2005, and retired from the bench in 2006. During his judicial service, Judge Bullock also frequently sat by designation on the United States Court of Appeals for the Fourth Circuit and served on the Standing Committee on Rules of Practice and Procedure of the Judicial Conference of the United States.

Chief Judge Catherine C. Eagles stated, “Judge Bullock was a dedicated public servant and excellent trial judge. His commitment to the rule of law provides an example for all judges to follow.”

The Court extends its deepest condolences to Judge Bullock’s wife, Frances, his family, friends, and all those whose lives he touched. We remember with gratitude his distinguished service to the Court, the judiciary, and the people of the Middle District of North Carolina.
